    风景名胜区建筑物及构筑物适应性再利用与业态管理研究 ——以杭州西湖风景名胜区为例

    摘要:作为杭州市建成环境重要组成部分的世界遗产地——西湖风景名胜区,承载着风景游赏、旅游服务、城市公园等多重功能。随着社会经济的快速发展,风景区范围内的业态空间多通过现有不同类型的建筑物/构筑物适应性再利用的方式获得,利益相关方与风景资源保护的矛盾也凸现出来。在分析西湖特殊性的基础上,研究其业态与建筑产权、风景资源分布的空间关系,归纳建筑物/构筑物适应性再利用的主要方式,总结适应性再利用和业态管理出现的问题,最后提出适应性再利用管理的主要原则以及以特许经营和业态监督为主体的业态长效管理模式。

    Abstract:West Lake Famous Scenic Site, which is not only a World Heritage site but also an important component of built environment of Hangzhou, has the multiple functions of sight-seeing, tourism service and city park. With rapid social and economic development, the commercial service within the scenic site is adopted through the adaptive reuse of buildings and structures, causing a deepening conflict between the welfare of stakeholders and the protection of landscape resource. The paper studies the relationship between commercial activities, property rights of buildings and landscape resource distribution, based on the specificity of West Lake Famous Scenic Site. Then, the issues encountered by the adaptive reuse of buildings and structures and commercial activities management are summarized, and finally, with the conclusion of the management principles of the adaptive reuse activity, concession and supervision are proposed for the long-lasting management of commercial activities.
