    公共开放空间外部性利益失衡研究

    摘要:城市开放空间是居民日常生活和社会交往的重要户外场所,其对城市生活质量的贡献主要表现为无法定价的生态、环境、社会和美学价值,快速城市化和住房市场化导致这些公共稀缺资源的私有化和商业化。以广东祈福地产2个典型封闭楼盘及其所依托的公共开放空间为例,以周边土地开发前后各方利益得失假设为基础,调查其外部性利益内部化的表现、实现手段和利益固化引起的冲突,以及各利益主体对外部性价值的感知和认同,分析利益失衡的原因和机制。最后,借鉴国内外的经验和案例,从完善法规技术和推行公共政策两大方面提出公共开放空间利益分配的多赢策略。

    Abstract:Urban open space is the important outdoor place for both residents' daily life and social communication. Because it is difficult to quantify its unique natural, ecological, cultural and landscape value, it is becoming privatization and commercialization under the rapid urbanization and housing market. Taking two gated residential communities of Guangdong Qifu Group for examples, the paper discusses the external benefit imbalance of public open space and conflicts among the stakeholders, analyzing the reason and mechanism owing to supply government regulation and laws. In the end, based on lessons and experiences from domestic and international cases, the win-win strategies are put forward including further formulating standard specification from a technical level and taking public policy into action to make sure the fair benefit supply of public open space.
