    建立雨洪管理导向下的“与水共存”土地利用管控单元——以牡丹江市中心老城区为例

    摘要:极端气候影响下,中国暴雨灾害频发,受灾规模扩大,仅依赖结构性减灾措施已无法有效降低灾害风险,以土地利用为核心的非结构式措施越来越受到重视。对于已开发的城市空间,在难以进行“还地与河”时,可尝试加入雨洪管理导向下的土地开发调控作为以减灾为目的的与水共存区土地利用管控单元。对牡丹江市中心老城区进行与水共存区的确定与规划,通过GIS技术构建淹没分析模块,结合SWMM模型模拟研究区域的淹水趋势地图并划分管控单元,从雨洪管理角度对人口和产业方面进行脆弱度分析,通过风险矩阵确定各管控单元的风险等级,从而进行与水共存规划。

    Abstract:Extreme weather increases rainstorm disaster and expands disaster scope in China. The non-structural measures, focusing on land use, are increasingly attached more importance while the only structural counterpart hardly reduces the risk of disaster effectively. For the developed city space where the land is difficult to return to rivers, the management and control unit of land use of Living with Water Area (LWA) is suggested to be applied to achieve risk reduction. This regulation and control measure of land development is guided by management of stormwater. In this paper, the old district in central Mudanjiang City is taken to determine and plan LWA and GIS is deployed to construct submergence module for analysis. The map of submergence trend and management and control unit are simulated and divided using SWMM model. The authors also discuss the vulnerability of population and industry from the perspective of rainstorm management, then determine the risk level of each management and control units through risk matrix and ultimately conduct planning of coexistence.
