| 基于人居环境科学，以“人、境、业、城、制”五
元素的理想及其哲学观为线索，分析了公园城市理想的价值
观、目标追求及其作为公园城市评价标准和指标的根据缘由。
以淄博全域公园城市建设规划项目为实践验证，依据城市现有
条件反馈调整，提出构建包含5项评价基准、15项评价标准、
45项评价指标的公园城市评价体系。从城市现状研判、公园
城市规划目标量化对标到规划方案编制依据，再到公园城市建
设实施的责任传导落实，贯穿于创建公园城市全过程的评价体
系，发挥了引领、推动、管控公园城市的关键作用 |

| The Construction of Park City Evaluation System and Practice Verification |

| Abstract: |
| Based on the science of human settlement environment,
the ideal values, goal pursuit of Park City and the reasons for
its being used as the evaluation standard and index of Park City
are analyzed with the ideals and philosophical views of the five
elements of "people, environment, industry, city, and system" as
the clues. Taking the Zibo Global Park City Construction Planning
project as a practical verification, according to the feedback
adjustment of the existing conditions of the city, this paper proposes
to build a Park City evaluation system including 5 evaluation
criteria, 15 evaluation standards and 45 evaluation indexes. The
evaluation system, which runs through the whole process of building
a Park City, plays a key role in leading, promoting and controlling
the Park City, from the study and judgment of the current situation
of the city, the quantitative benchmarking of the planning objectives
of the Park City to the basis of the planning scheme, and then to the
implementation of the responsibility transmission of the Park City
construction. |
