管理方式对于园林工程质量起着决定性的作用。园林绿化工程
监管的理论支撑源自事中事后监管、“放管服”改革、事权下
沉和信用监管等，基于上述基础理论，园林绿化工程监管理念
发生了重大转变，通过分析园林绿化工程市场监管和现场监督
实施情况，阐述监管方式转变对上海园林绿化工程市场和现场
监管的影响，提出进一步改革优化的具体对策和建议，以增强
该监管方式的可操作性、可执行性及其实施效力。 |

| Abstract: |
| In the overall construction of landscape engineering,
the management mode of landscape engineering has a decisive
significance for the quality of landscape engineering. The
theoretical support for the supervision of landscaping projects
comes from the supervision during and after the event, the reform
of decentralization and service, the empowerment, the credit
supervision, etc. Based on the above basic theories, the concept of
supervision of landscaping projects has undergone major changes.
The influences on the market supervision and on-site supervision of
landscape engineering, and the impact of the changed supervision
mode on the landscape engineering market in Shanghai are
discussed. The specific countermeasures and suggestions for further
reform and optimization are put forward to enhance the operability,
enforceability and implementation performance of the supervision
mode |
