基于区域生态系统健康评估的土地利用 规划研究——以北京市为例

健康的区域生态系统能持续提供生态系统服务,是 实现城市可持续发展的基础。同时,城市土地利用直接影响区 域生态系统的健康状态,因此如何在健康视角下合理规划与协 调城市土地利用方式,成为风景园林与城市规划领域的重点研 究课题。以北京市为例,基于2007和2017年的土地利用类 型,采用CA-Markov模型对2027年自然发展、快速发展、 多目标保护和森林建设4种土地利用情景进行预测,统筹生态 系统的物理健康与功能健康评价,构建区域生态系统健康评估 框架,探讨4种土地利用情景下更健康的城市土地利用规划新 方法。结果表明,与2017年健康状态相比,北京市快速发展 情景的区域生态系统健康评估结果呈现负值,其他情景下均呈 现良好的增长趋势,森林建设情景下增长最为明显。坚持生态 优先、绿色发展、集约化发展建设用地和加强森林建设,可大 幅提升区域生态系统的健康状态。

Abstract:
Healthy regional ecosystem can continuously provide ecosystem services, which is the basis of sustainable urban development. At the same time, urban land use directly affects its health status. Therefore, how to rationally plan urban land use from a health perspective has become the focus of landscape architecture and urban planning research. Taking Beijing as an example, based on the land use types in 2007 and 2017, the CAMarkov model is used to predict the four land use scenarios of natural development, rapid development, multi-objective protection and forest construction in 2027, and a new method is proposed to explore a healthier urban land use planning by using the regional ecosystem health assessment framework, which includes the physical and functional health indicators, to evaluate the land use forecast. The results show that compared with the healthy state in 2017, the rapid development scenario in Beijing shows a negative value. In other scenarios, it shows a good growth trend, especially in the forest construction scenario. Adhering to ecological priority and green development, intensive development of construction land and strengthening forest construction can greatly improve the health of regional ecosystems.
