| 对于多数珍稀、濒危野生动物的就地保护，不宜采
用禁区式的保护形式，必须既满足主要保护对象的保护需求，
又尽可能与人类活动相协调，因此需要适时、适地、适策的适
应性管理。综述了野生动物栖息地适应性管理的概念和框架，
分析了适应性资源管理、捕猎管理和影响管理3种类型，以保
护地、非保护地2种典型模式进行案例分析，从原则、对象、
体系和路径等方面提出了中国国家公园野生动物栖息地适应性
管理框架，以及其在法律法规、规划规范、科研监测、多方合
作上的应用，以期为《国家公园法》提供参考，为建立以国家
公园为主体的自然保护地体系提供依据。 |

| International Experience of Adaptive Management of Wildlife Habitat Conservation and Its Enlightenments to the National Park Construction in China |

| Abstract: |
| For the majority of rare and endangered wildlife, it is
difficult or unnecessary to achieve in-situ conservation by means of
depopulated area. Conservation objectives must be coordinated with
human activities as far as possible, calling for adaptive management
measures, which are timely, appropriately located and implemented.
This paper reviewed the concept, framework, three types (adaptive
resource, harvest and impact management) and two typical models
(protected areas and non-protected areas) of adaptive wildlife
management. An adaptive management framework of wildlife habitat
in national parks was proposed herein, including its principles,
objectives, system and paths. Further, it also discussed how to apply
this framework into practice from the perspectives of legislation and
policies, planning regulations, research and monitoring as well as
multiple cooperation, providing reference for the National Park Act
and inspirations for the reform of protected areas with national parks
as the main body in China. |
